this is at a nighttime fair... lots of food vendors and games and whatnot.
that's a big griddle thing, covered wtih cooking shredded cabbage, and he's laying bacon or ham on it. the jug to the right is mayonnaise. he's making okonomiyaki.
I reckon the old woman is waiting for him to finish it so she can eat it, although at the moment I suspect she was wondering what the hell the weird foreigner was doing crouching down next to the okonmiyaki griddle.
